This program is part of the overall Community Oriented Policing and Problem Solving Philosophy that is employed by the Department and City Government of Dinuba. The Program is a relationship building activity used by the front line officers and supervisors to provide opportunity for communications with the community. It has been very effective in identifying concerns, problems and approaches in dealing with issues.

Explorer Post #325:

The Police Explorer Post is an important part of the Department. The program accepts youth from Junior High Age through ages 21. The recruits must complete an Explorer Academy that is taught by officers and senior explorers. The explorers are responsible for many details such as crowd control, parking details at special events, parade details, ride-a-longs and dispatch. They are trained in the police career. The program teaches responsibility, discipline and teamwork in a fun group environment that includes police officers, community members and other police volunteers. It also provides the opportunity to demonstrate the importance of volunteering as a member of a community.

Patrol Services

COMMUNITY SERVICE OFFICE
The Police Department maintains a Community Service Office, also referred to as the substation, located in downtown Dinuba. Two Community Service Officers enforce parking and maintain security for the downtown business district.
Community Service Officers are also certified to conduct child seat safety checks, ensuring car seats are properly installed and in working order. Please call 559-596-2173 for to make an appointment.

The Community Service Office also houses the City's Traffic Enforcement unit. Currently the police department employs two motor officers to provide traffic safety for our residents. Assignments include motorcycle patrol and DUI enforcement. The unit also has a fully selfcontained DUI enforcement command trailer with a dispatch center, provided by a grant through the Office of Traffic Safety, State of California.

Traffic Enforcement
The Police Department offers special assignments for Officers in the traffic unit, which consists of motorcycle patrol and DUI enforcement. The Police Department has two BMW motorcycles assigned to the morning and early evening shifts. The unit also has a fully self-contained DUI enforcement command trailer with a dispatch center which was provided by a grant through the Office of Traffic Safety, State of California.

Community Programs

House Watch
The Vacation House Watch is a service that is provided by the
.Department and has been successful in the early detection of problems as well as the prevention. A resident can call the Police Department to request this and fill out a form that describes the areas and residents. The Citizen Volunteer Patrol, attempt to make several checks of the vacant house. Should a problem be noticed, officers are then dispatched to investigate the problem further.

Community Volunteer Patrol

The Community Volunteers are a group of civic-minded residents who have expressed an interest in working toward a better community. The volunteers are trained in police operations during an eight-session Volunteer Academy. Once they have completed the training, the volunteers are released for ride-a-Iongs, patrol, district attorney paperwork delivery and community event assistance. Investigators and patrol officers normally conduct these details, their time is free providing direct services to the Community.

Animal Control

There are two part time Animal Control Officers who are assigned staggered days so that there is service 7 days a week, except holidays. The program includes such services as disposal of dead animals, Code Enforcement, Animal Bite investigations, Licensing for Dogs, Animal Noise/Nuisance complaint reporting/investigations and Vicious Animal investigation reports etc.

Fingerprinting Service
Fingerprinting for job applications, background checks, immigration or any other reason, is available for a fee of $12.00 per card and an additional $44.00 for Live Scan.

Sex Offenders or Drug Offenders
The public information for registered Sex Offenders is available through the Tulare County Sheriff's Office. Employees of Dinuba Police Department are available to assist with questions in what information is available and how to obtain it through the Sheriff's Office

Emergency Contacts
The Police Department is active in making emergency contacts to residents by out of town relatives who have been unable to contact them. This is a service that is provided in accordance with the Community Oriented Policing and Problem Solving Philosophy practiced by the Department.


GANG SUPPRESSION SPECIAL ENFORCEMENT UNIT GANG SUPPRESSION


DETECTIVES
The Dinuba Police Department employs three staff including one sergeant and two detectives specializing in gang suppression enforcement. Community members can leave anonymous information regarding gang activity at 591-4445.


GANG PREVENTION TASK FORCE MISSION STATEMENT
Bringing together community members, organizations, and educational resources to develop strategies to decrease gang involvement and activity through intervention, prevention, and suppression.


BACKGROUND
Gang Prevention Task Force members include: Dinuba Unified School staff, Police personnel, Chamber of Commerce, Parks and Community Service, faith-based and community representatives.
The Gang Prevention Task Force has met since August of 2007 and convenes at least monthly. Members develop strategies to combat

Citizens Police Advisory Commission


Purpose
The role of the Dinuba Citizens Police Advisory Commission is first and foremost in promoting the philosophy of Community Based Policing. The primary outcome is to strengthen the trust relationship between the Police Department and the Community. We feel that the trust relationship will grow as citizens grow confident that they are being treated fairly with equal due process regardless of their economic, social, age or ethnic status. This sense of trust can be enhanced and nurtured through a Citizen Advisory Commission that has the power to receive, and have within its discretion to investigate, through an independent investigator, allegations of police misconduct, with emphasis on excessive force, false arrest, discrimination complaints, sexual harassment and failure to implement policy. The Dinuba Citizens Advisory Commission will examine Police Department policies and procedures for consistency with community values and Community-Based Policing philosophy.
