Management
The
Engineering and Construction Management Division is responsible
for ensuring that the projects are constructed on time and
within budget and consistent with City standards.

Engineering
&
Relations
The
Construction Management Division is one of the City's primary
contacts with Caltrans (California Department of Transportation)
and the Technical Advisory Committee of the Transportation
Planning Agency of the Tulare County Association of Governments.
These two agencies control the flow of all State and Federal
transportation money distributed to the City. This money
is used to fund transit services, traffic signal installation,
road construction and maintenance, and street maintenance
operations.

Capital
Investment Plan
The Capital Investiment Plan is a systematic program of planning
in advance for capital improvements to the community. The
program includes projects which:
- Acquire
lands for community facilities such as street, utility,
drainage, and park improvements.
- Repair,
reconstruct or rehabilitate public facilities to extend
their useful life, preserve the community's investment,
and maintain the quality of life in the community.
- Expand
or extend public facilities consistent with the general
plan; and
- Facilitate
the development and redevelopment of the community's
commercial and industrial base.
